Permit parking in West Norwood town centre
Lambeth council is consulting on a new controlled parking zone (CPZ) in West Norwood town centre. The proposed CPZ lies between Norwood Road, Auckland Hill, Thurlby Road and Knollys Road (area outlined on the map) and is expected to be implemented by the end of 2025.
This informal stage consultation is asking for views and suggestions from local residents & organisations. It ends on Sunday 25th May. For details of the proposed CPZ see here
Most parts of Lambeth are already in a CPZ. The West Norwood town centre CPZ is one of the last new parking zones in Lambeth. CPZs reduce commuter parking and remove abandoned & illegal vehicles from the road. Over time a CPZ encourages many people to use their cars less and make our air cleaner. Some London boroughs are already entirely within CPZs -for example Camden, Tower Hamlets. Kensington & Chelsea
Options to consider
A local CPZ needs to get the right balance. That is between reducing parking by commuters, taking up spaces in side streets all day to use the stations or buses for their onward journey, enabling short term parking by shoppers, workers in local organisations, visitors to homes, schools & care homes, and tradespeople carrying out work in homes.
Lambeth’s CPZs have variable operating or enforcement hours usually limited to Mondays to Fridays. These can be a two hour zone 10am to 12noon, as in many other Lambeth CPZs. This is preferred by many local people over the longer hours of 10am to 4pm or 8.30am to 6.30pm.

Still time to comment on controversial tower blocks for West Norwood
It’s not too late to have your say on Lambeth’s ambitious draft policies for two major development sites in West Norwood . The deadline is Tues 22nd Feb.
The policies would provide hundreds of new homes including much needed subsidised “social housing“ alongside modern workspaces .
However the council plans propose four tower blocks for these West Norwood sites. The policy to rebuild Norwood town centre & shops between Lansdowne Hill and York Hill (site 18) includes a 12-storey tower. A second policy, for the scaffolding yard off Knollys Rd (site 19), includes three tower blocks between 12 and 20 storeys high and extra bridges over the railway.
Your local Knights Hill ward councillors have spoken to many residents and businesses alarmed by these proposals. We very much welcome more investment in West Norwood but do not see tower blocks as necessary or as fitting in with the neighbourhood. We want the council to take time to engage with local residents and businesses to discuss alternative options.

These are just two of 14 sites in Lambeth being prepared for regeneration.
To date, the Norwood sites have topped the number of online responses – the two Norwood sites have more comments than all the other 12 sites together. They also propose more housing than the others and the tallest towers.

The council wants to make the streets between Elmcourt Road and Chatsworth Way /Idmiston Road a safer, healthier and more pleasant place for all through the Street Improvements project for West Dulwich. See map of proposed area.
During February 2022 the council is collecting residents views on traffic, clean air, street trees, EV charging, crossing points and climate change in the West Dulwich neighbourhood. Future of Children’s Centres in West Norwood
Due to central government cuts the council is forced to make changes to our
childrens centres for families with under-5s . Lambeth wants to keep as many
centres open as possible and has proposals to run 18 centres from September
2019 onwards.
In the West Norwood area the council plans to keep Bentons Lane SE27 9UD
(Kingswood) & Hitherfield SW16 2JW open full time and Crown Lane SW16 3HX &
Rosendale SE21 8LR open half days. Cherry Tree at Barston Rd SE27 9HE will
continue its childcare service under Rosendale school.

Spending developers contributions in West Norwood
When the council gives planning permission for new buildings and developments – developers provide the council with payments to fund local improvements. This money is called CIL (Community Infrastructure Levy).
To suggest the sort of priorities & projects this money should be spent on please complete this short online survey. The deadline is 23rd December. Ideas for Norwood’s residential areas are particularly welcome.
The results from other recent consultations – West Norwood and Tulse Hill Masterplan refresh, Commonplace and StreetWorks will be taken into account. The conclusions will be published as Norwood’s Cooperative Local Investment Plan (or CLIP for short) in early 2017 and inform investment decisions in the local area for the next three years.

A new master plan for West Norwood
If you are not keen on meetings but have things to say about the future of West Norwood – then take a look at this new web site and its interactive map.
https://westnorwoodandtulsehill.commonplace.is/ It’s easy to mark the places you like and the places you would like to see improved. The map covers the area from Tulse Hill one-way system along Norwood Road & Knights Hill to Chapel Road.
Information input to the website will be part of a programme of public events, workshops and exhibitions during the spring and summer to discuss what people want for their community and neighbourhood. The council wants to end up with a new 2017 plan for future improvements and investment in West Norwood.
The last West Norwood master plan was in 2009 – we have seen many changes and improvements since then including new schools and the Health & Leisure Centre. ( Work should be starting very soon on the library –cinema in Nettlefold Hall and upgrading of the South London Theatre. )

Brightening up Norwood Road shopping centre
The council is now looking at improving the roads and pavements in West Norwood town centre between Tulse Hill station and West Norwood station. An early version of the plans will be on show at The Feast on Sunday 3rd July in St Lukes Gardens 10am to 4pm. Over the next few months there will be more chances for everyone to contribute to the improvement plans.
Norwood Road is eligible for funding by the London Mayor’s £50 million high street regeneration fund to strengthen the vibrancy and growth of London’s high streets and local areas.
Improving the environment of Norwood Road is an important part of the proposals in the West Norwood Masterplan and will help attract private sector investment into the area. Current public sector projects include the new primary school in Wolfington Road and the new leisure & health centre in Devane Way. The masterplan can be seen via Lambeth’s Future Norwood web. pages.
