Permit parking in West Norwood town centre

The proposal

Lambeth council is consulting on a new controlled parking zone (CPZ) in West Norwood town centre. The proposed CPZ lies between Norwood Road, Auckland Hill, Thurlby Road and Knollys Road  (area outlined on the map) and is expected to be implemented by the end of 2025.

This informal stage consultation is asking for views and suggestions from local residents & organisations. It ends on Sunday 25th May.  For details of the proposed CPZ see here

Most parts of Lambeth are already in a CPZ. The West Norwood town centre CPZ is one of the last new parking zones in Lambeth. CPZs reduce commuter parking and remove abandoned & illegal vehicles from the road. Over time a CPZ encourages many people to use their cars less and make our air cleaner. Some London boroughs are already entirely within CPZs -for example Camden, Tower Hamlets. Kensington & Chelsea

Options to consider

A local CPZ needs to get the right balance. That is between reducing parking by commuters, taking up spaces in side streets all day to use the stations or buses for their onward journey, enabling short term parking by shoppers, workers in local organisations, visitors to homes, schools & care homes, and tradespeople carrying out work in homes.

Lambeth’s CPZs have variable operating or enforcement hours usually limited to Mondays to Fridays. These can be a two hour zone 10am to 12noon, as in many other Lambeth CPZs. This  is preferred by many local people over the longer hours of 10am to 4pm or 8.30am to 6.30pm.

People not online can phone 020 7926 6799 for a paper copy of the survey & documents. You can also look at  paper copies of the documents in the  West Norwood Library SE27 9JU .

Cllr Rezina Chowdhury, the councillor leading on Clean Air, will take all the responses into account before deciding on the next steps.

West Dulwich controlled parking hours

Lambeth council is consulting on a new controlled parking zone in West Dulwich (area outlined in blue on the map) .  The earlier August 2024 proposals were for controlled parking hours between 10am and 4pm on weekdays.

The new proposals, in response to concerns  from local people, have reduced the parking zone hours to between 12noon and 2pm weekdays. These changes are now out for statutory consultation ending on 9tH February 2025. This consultation is only on the changes to the scheme that went for statutory consultation last autumn.

A new CPZ for West Norwood

A new Controlled Parking Zone (CPZ) between Norwood Road, Lancaster Avenue, Rosendale Road and Robson Road is now out for statutory consultation. This CPZ will be the West Dulwich CPZ.

The proposed hours for controlled parking are 10am – 4pm Monday to Friday. The existing 30 min or 1 hour free parking bays in West Norwood town centre will be unchanged. Free bays (2 hours)  will be found near Chatsworth Baptist Church . There will be free parking bays and a loading bay  near the shops on Rosendale Road for 1 hour Mon-Sat 7am- 7pm.

Residents who buy a permit can park their vehicle in any resident bay in the same zone free of extra charges.   For details of residents vehicle permits here.

Most of the parking  bays will be shared between residents with permits and drivers paying-by-phone. The phone app used by Lambeth council to collect charges for pay-by-phone parking is Paybyphone.   Parking charges depend on your vehicle. See here for more details.

The statutory consultation deadline is Friday 20th September. To have your say please go online to take part in the consultation. New parking plans for Leigham Court  Road area

Two new controlled parking areas (CPZ) are proposed for the Streatham High Road end of Leigham Court Road. The deadline for comments is midday Monday 26/6/23

Firstly there is a plan to extend the existing Streatham Hill CPZ  up to Leigham Vale ( yellow area on the map).  To see details and comment go to:   https://www.lambeth.gov.uk/consultations/streatham-wells-area-proposed-cpz-stage-1-consultation

Secondly  a new CPZ is proposed for Streatham Wells  between Leigham Ct Rd , Valley Rd , Crown Lane and Streatham High Rd ( pink area on the map). The controlled parking times are likely to be Monday to Friday 10am to 4pm.

Most of the bays will be shared with residents who buy a permit and visitors. Visitors can either buy a full day permit or pay by the hour using their smart phone. The proposed Streatham Wells Low Traffic Neighbourhood (LTN) covers much of the same area as the CPZ. The results of the LTN consultation are published online in 118 page report (linked at bottom of this webpage).

West Dulwich streets consultation

Proposals for a Controlled parking zone ( CPZ) and some no-through roads in the area between Norwood Rd & Rosendale Road and South Circular & Robson Road are out for an informal public consultation.

On Saturday 22nd April 10am to 4pm engineers will be at the West Norwood Library SE27 9JU to discuss the plans,  hear your views and answer questions. The plans can also be seen on request at West Norwood Library.

The free 1 hour parking bays off West Norwood shopping street remain. Pay by phone parking is proposed throughout the area. Passing places on Robson Road are proposed to make the 322 bus route easier. The days of the week and the hours of parking enforcement are still at discussion stage.

There are eight road closures planned including: Chatsworth Way by the church; Chestnut Road by Barston Road junction and Carston Road by the south circular. A parklet by Eastmearn Road junction with Rosendale Road is one of the other street improvements in the plans.

Controlled parking zone for West Norwood town centre

The council is planning a controlled parking zone (CPZ)  for West Norwood’s town centre. An informal public consultation is due to start in July 2023 on the new West Norwood Central CPZ.

Implementation in December 2024. The attached map suggests how a CPZ might look for West Norwood town centre ( coloured green). The one hour 30 minutes free parking bays should be retained.

Other parts of Norwood are due for a CPZ a year later.

Two thirds of the borough of Lambeth is now a CPZ – where residents pay for a permit to park in the CPZ where they live. There is usually an hourly charge, typically £3.94 an hour, depending on the CPZ, for parking in marked non-resident parking bays. Diesels pay more. The aim of CPZs is to reduce parking stress for local residents and businesses.
