Two houses to replace Artists Studios

Developers propose to demolish the former Bainbridge Artists Studios, off Lansdowne Hill, and at the back of 358 &360 Norwood Rd SE27 9AA.  Two 3 storey town houses are proposed with front gardens and private courtyards & gardens at the back.

Shurgard storage

Shurgard wants to build  a 2-storey storage centre on the empty site on Knights Hill SE27 0S at its corner with Chapel Road. This corner site is the just inside the West Norwood Key Industrial Business Area ( KIBA). A storage centre is considered an industrial use B8. The decision on this application is likely to be taken by councillors on Lambeth’s Planning Applications Committee possibly in the next 2 months.

New flats at 2 Thornlaw Road

Developers have submitted plans to replace the Trinity Baptist Church SE27 0SA  on the corner of Thornlaw Road and Knights Hill, opposite the bus garage.

The plan is for 20 new homes  ( 5 x 1 bedroom, 11 x 2 bedrooms,  4 x 3 bedrooms). 7 homes for shared ownership make up the affordable housing. The proposed building is 4 storeys high plus a basement for community use and disabled parking.

The deadline for comments is 20th September  and any decision for approval will be made by councillors at the Lambeth Planning Committee.

The heart of West Norwood town centre

site 18 mapFollowing over a thousand objections from local people and businesses in 2022 Lambeth council has altered its policy plans to rebuild the heart of West Norwood’s town centre – known as Site 18.

The revised plan is now out for the next stage of consultation alongside policy plans for 12 other sites in the borough  known as  the Site Allocations Development Plan Document Proposed Submitted Version (SADPD PSV) – for details see here.

Site 18 is now a smaller area  ( see map) and proposes 150 to 170 new homes and new business spaces. The policy includes a block up to 9 storeys  (31m) high and a new open space. Full details of the Site 18  policy –are  here [pdf].

This stage of Planning Policy consultation is called Regulation 19 and comments must be under one or more of the four headings of “soundness”. The policy plan must 1) positively meets the area assessed needs;  2) be justified –based on evidence; 3) be effective – deliverable over the plan period and   4) be in line with national policy . The independent Planning Inspector will then look at all the comments, evidence and proposals in the SADPD PSV .

There is an online survey or  you can email comments to sadpd@lambeth.gov.uk . The deadline is 5pm Friday 3rd May 2024.

Knollys Goods Yard (Site 19) has been taken out of this Planning Policy process. Of course, all actual plans by developers will go through the usual planning application process and public consultation.

Update on tall towers in West Norwood

The local West Norwood community objected strongly to 3 tall towers 12-20 storeys high in Knollys Goods Yard ( site 19) pictured right when the council proposed new development policy plans for 14 sites across Lambeth. Last week  Cllr Danny Adilypour decided to drop Knollys Goods Yard from  the next stages of the formal policy process.

Hundreds of local people and businesses also objected to the demolition of the heart of West Norwood’s town centre ( Site 18) and its replacement with 12 storey tower. In his letter Cllr Adilypour says he has asked for the Site 18  boundaries to be redrawn and to exclude housing at the Lansdowne Hill and York Hill ends of the site .

Cllr Adilypour took on responsibility for regeneration and town planning in May 2022. Since then he has been listening to the West Norwood community who want improvements and more new homes but not tall towers. The next consultation stage of the development policy plans will be published in summer 2023.

The council has delayed plans to 2024 to improve buildings on Norwood High Street -from St Luke’s church  to Gipsy Road.

ALDI planning application

aldi knights hil viewAldi have submitted a planning application to open a shop and car park on the corner of  Knights Hill and  Chapel Road SE27.

It is not likely to be approved as the site is in  Lambeth’s Key Industrial Business Area (KIBA) which only permits industrial work spaces (not retail uses) . It would also be a large retail unit outside the West Norwood shopping centre – its nearer to its competitor Lidl at Crown Point than Norwood Road’s shopping street.

Old laundry demolished

The old laundry site

The Brooks laundry building, off Lansdowne Hill, closed over ten years ago and has been derelict ever since. The derelict building has now finally been flattened to make way for new buildings.

Planning permission was agreed in September 2019 to build 51 residential flats in a part 6 and part 7 storey block on the laundry site. The plans include a separate 4 storey office building.

The flats are to include 11 homes at social rent and 5 shared ownership homes. 5 flats are required to be fully accessible to residents using a wheelchair.

Knollys Yard developers workshops

The developer, Ecoworld, is running three community workshops on their ambitious plans for new housing in the Knollys Yard triangle also known as site 19. Over the summer, during three walkabouts, local residents told Ecoworld about some of their initial concerns.

The community workshop sessions are

  • Saturday 10th Sept 10.30am to 1pm  – design & new bridges into the site
  • Monday 19th Sept 6pm to 8pm –public space & new bridges into the site Cancelled due to Queen Elizabeeth II funeral.
  • Monday 3rd Oct 6pm to 7pm – employments & workspace to be held at Elmgreen School SE27 9BZ

Other sessions will be in the Scout Hut on High Trees road SW2 3PU between the High Trees Community Centre amd Fenstanton primary school

ALDI consultation

Aldi wants to build a store on Knights Hill beside the Big Yellow Box Storage Company. They have organised two consulation events at the Baptist Church on Thornlaw road – Thursday 21/7 4pm to 7pm and Saturday 23/7 10.30am to 1.30pm.

The next stage will be a formal planning application and another chance to have a say.

The site is in West Norwood’s KIBA (Key Industrial Business Area). It is the council’s policy to concentrate retail businesses in the Norwood Road shopping street.

Update on major developments

The 6 week public consultation on the policy to rebuild the heart of West Norwood town centre (Site 18) and of Knollys Goods Yard ( Site 19) ended on 22nd Feb.

In light of the potential ‘transformative impact’ nature of these site policies your local Labour councillors asked for these two sites to be withdrawn from the policy-making process. Councillors want a more detailed consultation with residents and businesses on the future of these two important sites to ensure the special character of West Norwood is respected.

Local people are not opposed to new buildings.  But there was tremendous opposition to the proposal for a tall tower in the town centre and 3 tall towers on Knollys Rd.  Many people are angry at the lack of public engagement while the plans were drawn up.

As the policies are part of a statutory process councillors submitted detailed queries and comments for Site 18 (pdf) and for Site 19 (pdf).

After the consultation ended the GLA agreed a large grant to help develop Site 19. It is published here.

The next step is for all the comments to be considered by the council and a revised policy published in winter 2022/23 for a further round of public consultation. The plans then go to the London Mayor to ensure a fit with the London wide plan. The council will formally adopt the site policies in winter 2023/24.
