Copper thefts from West Norwood Library roof

Following theft of copper roof of the building on Norwood High Street that houses West Norwood library and Nettlefold Hall repairs are underway. Securing the site and erection of scaffolding is the first stage. The original roof has ordinary chipboard immediately under the copper covering . The exposed chipboard has crumbled  making access to the roof difficult & unsafe. Scaffolding is required both inside and outside.

Once the roof is  watertight again work will be needed to restore the electrics in the building. Lambeth council is keen to re-open West Norwood library as soon as possible.

In the meantime arrangements are being made to open  alternative library services at The Lambeth Resource Centre, 1 Parkhall Road SE21 8EH  (at the east end of Robson Road) . An  opening date for the temporary library will be announced shortly.

The Lambeth Summer University is a four weeks programme that offers young people aged 11 – 19 affordable recreational & educational courses and activities that are exciting & fun. For details see  http://www.younglambeth.org.

Tennis club challenges council refusal

Plans to replace the existing West Norwood Tennis Club buildings off Cheviot Road with a six-storey mixed use building were turned down by the council on the 3rd December 2010. The developers have appealed against the council decision and a public hearing will take place on Tuesday 26th July at the South London YMCA, King George’s House, 40-46 Stockwell Road, London SW9 9ES. If you wish to speak at the hearing you must let the Planning Inspector know at the very start of the hearing . It is expected to last for two days. The reference of the appeal is APP/N5660/A/11/2144277.

Brightening up Norwood Road shopping centre

The council is now looking at improving the roads and pavements in West Norwood town centre between Tulse Hill station and West Norwood station. An early version of the plans will be on show at The Feast on Sunday 3rd July in St Lukes Gardens 10am to 4pm. Over the next few months there will be more chances for everyone to contribute to the improvement plans.

Norwood Road is eligible for funding by the London Mayor’s £50 million high street regeneration fund to strengthen the vibrancy and growth of London’s high streets and local areas.

Improving the environment of Norwood Road is an important part of the proposals in the West Norwood Masterplan and will help attract private sector investment into the area. Current public sector projects include the new primary school in Wolfington Road and the new leisure & health centre in Devane Way. Many residents in the area are concerned about Fly-tipping, particularly the illegal dumping of commercial waste on local housing estates.  This issue is frequently raised at resident meetings and despite efforts to identify those responsible, it is a persistent problem.

Last week local councillors arranged for Cllr Lorna Campbell, Cabinet Member responsible for environmental issues, to visit various fly-tipping ‘hot spots’ around the West Norwood.  The council is trying to sort out this problem and to identify those responsible.

Thieves have stolen much of the copper roofing on West Norwood Library and two weeks ago went as far as stealing from the roof of the chapel  in the cemetery. The buildings have been left very vulnerable to the recent heavy rains and West Norwood Library & Nettlefold Hall are both closed temporarily to dry out and repair the electrics and stage fittings. Events and meetings are transferring to alternative venues. Funerals are continuing to take place in the chapel.

The price of copper has rocketed and thieves are stealing copper where they can find it regardless of the consequences. Thefts of vital signal wiring on railway and tube lines is now the cause of many train delay – as reported in the Evening Standard:

The police have set up  a specialist  unit to investigate thefts of metals such as copper &  lead and the investigation on west Norwood’s copper thieves is ongoing . If anyone has seen any the thieves please contact the police or Crimestoppers at  http://www.crimestoppers-uk.org .

Plans for new Julians school get green light

West Norwood’s new primary school came a step closer to reality last month when councillors on Lambeth’s  Planning Applications committee approved plans for the building in Wolfington Road.

Many residents will have seen the models and drawings for the school during extensive consultations over the past few months. The plan presented to the committee has not changed significantly and involves internal adaptations to Gabriel House, built nearly a century ago, plus a new, modern building on the back.

Two hostels owned by Lambeth Council will be demolished to make way for the school’s outdoor play area which will also extend down the tree-lined bank behind the current car park as far as Devane Way.

The vast majority of residents who commented on the plans support the scheme . Some people raised concerns about parking & traffic problems in Wolfington Road and the proposed loss of  the footpath from Wolfington Road to Devane Way .

Cllr Pickard  put these concerns to the committee and it was agreed to carry out a detailed assessment of usage of the footpath and amend the planning permission if necessary. It was also  agreed to include traffic calming near the school entrance..

The new two-form entry school building, to be managed by Julian’s School, is due to open in 2012, Building work is  due to start this summer.

Children will join the new school from this September – in temporary classrooms on the Julian’s site.

Campaign for more Primary School places

Primary School Launch On Wednesday May 18th Lambeth launched its new campaign to raise awareness about the shortage of primary school places in the borough and the funding gap that the Government needs to bridge.

The demand for school places has risen by 40% in the past four years in some areas of the borough and Lambeth will need 800 extra places by 2015.

Cabinet Member for Children and Young People, Cllr Pete Robbins, along with local parents met at Effra Early Years Centre to launch the campaign and get some media attention.

Residents are asked to  write to Education Secretary, Michael Gove MP over Lambeth’s  plea for £50m funding over two years.

Pete said: “Our schools are full to the brim and residents are naturally concerned that their children will have a place at their local school. We have already added as many temporary classrooms as we have space for but now we need proper investment to permanently expand schools.  To help us make the desperately needed space, we are asking the government to step up, provide £50m investment over two years and give Lambeth the fair funding our local children deserve’

Libraries Commission Meetings

Libraries ConsultationOver the next few weeks Lambeth council is starting a discussion with local  people  about what they want from their  library service. Things like the internet, electronic books, amazon and wi-fi are changing the way we all use information, books & libraries. As well as technological changes the council  will have less money to spend on libraries – because  the Tory government, supported by the Lib Dems, has cut Lambeth’s spending by one third.

There will be two “open space” sessions during June 2011 to talk about Lambeth’s libraries . Open space sessions allows everyone attending to  have an opportunity to discuss what is important to them.

Many residents were opposed to  plans to build 58 flats on the site of the West Norwood Tennis Club. Cllr Jane Pickard took up these  concerns  and in December 2010 the council rejected  plans.

The developers are now appealing to the independent Planning Inspectorate to take a fresh look at the council’s decision.
