Many residents were opposed to plans to build 58 flats on the site of the West Norwood Tennis Club. Cllr Jane Pickard took up these concerns and in December 2010 the council rejected plans.
The developers are now appealing to the independent Planning Inspectorate to take a fresh look at the council’s decision.
