Can you run a baby & toddler group?

The council is looking for an organisation to take a 10-year  lease on the One O’clock Club building in Norwood Park SE19 1EA (near the café off Salters Hill). The service must run at least three “stay and play” sessions a week for children under-five and their parent/carers.

To see the building please book a 10 minute site visit on Thursday 1st October 11am to 1pm  OR  2pm to 4pm on Monday 5th October.

For details see ‘norwood park call for proposals’.(pdf)

Deadline to submit a tender with a 3 year business plan is midday Sunday 11th October.

Would love to do this but have no idea about business plan. Would stay and play sessions be paid for by clients or council?
Anyone able to help. Qualified teacher with 20 years experience, 12 of those in early years
Anyone able to put a business plan together?
Heard it was rent free, is this true?
    Thanks
    Maggie
